Registration of health care professionals

 

In Estonia health care professionals have to be registered at the National Register of Health Care Professionals. According to the Health Services Organisation Act (for pharmacists and assistant pharmacists the Medicinal Products Act also applies), health care professionals are doctors, dentists, nurses, midwives, pharmacists and dispensers/assistant pharmacists.

The competent authority to register these health care professionals is the Health Board (Terviseamet).

If you wish to be registered then the following information is for you.

Get an evaluation of your educational credentials by the Education and Youth Board. Send the document you receive to Health Board.

Doctors, dentists, nurses, midwives
  • Fill in a Health Care Professional Registration Application (DOC); don´t forget to sign it. Send it to Health Board.
  • Send an evaluation of your educational credentials by the Estonian ENIC/NARIC; if the document has been signed digitally then please forward the original to [email protected].
  • Send a copy of your self-identification document (like foreign passport for travel, residency-permit);
  • If your name has changed then please provide proof of name change (document requirements below);
  • Send a copy of your diploma and diploma supplement (general medicine, not speciality; document requirements below);
  • If you wish to be registered on any speciality then please send proof of speciality (diploma, certificate etc); it has to show the duration of speciality studies (years; document requirements below);

If the duration of your speciality studies was less than obligatory in Estonia then you cannot be registered on your speciality – please refer to the file “Medical specialities – Estonia” below);

  • Get a signed verification letter from your (ex) employer(s) stating the position held by you, the start and end of work relationship or if the work relationship is continual then please have the employer state so (document requirements below); the important time period for Health Board is the last five years. Please also take into account that if you acquired your education at least five years ago, but you do not have the needed work experience of three years (consecutive) in the corresponding profession or speciality during the last five years, then you will get a refusal to be registered.
  • Pay the state fee of 195€ prior to issuing your application.

Please pay attention:

In order to assess the compliance of professional qualifications with the requirements, the person having acquired qualifications in a foreign state shall pass a compliance examination for the assessment. A compliance examination shall be organised by the University of Tartu or health care college and it is comprised of work practice and theory examination. A compliance examination shall be taken in Estonian.

If you wish to be registered as a doctor or as a dentist then please write a characterization of your work experience for the University of Tartu. You will find a short guide below (Töökirjelduse nõuded vastavuseksami sooritajale (PDF)); please send it to Health Board along with your other documents.

In order to be able to start the work practice you will need an Estonian identification code. For more information please turn to the Police and Border Guard Board.

The referral to take a compliance examination that you receive from the Health Board is valid for approximately one year (the specific date will be mentioned in the decision); it means that you have to turn to the university/health care college regarding your examination during the period of approximately one year. If you do not manage to turn to the university/health care college during that time then the decision will not be valid and in force anymore and if you still wish to be registered in Estonia then you will have to issue a new application to Health Board.

Pharmacists and assistant pharmacists
  • Fill in a form of Registration and recognition of professional qualifications of pharmacists and registration of assistant pharmacists (DOCX), don´t forget to sign it. Send it to Health Board.
  • Send an evaluation of your educational credentials by the Estonian ENIC/NARIC; if the document has been signed digitally then please forward the original to [email protected].
  • Send a copy of your self-identification document (like foreign passport for travel, residency-permit);
  • If your name has changed then please provide proof of name change (document requirements below);
  • Send a copy of your diploma and diploma supplement (document requirements below);
  • Pharmacist: get a signed verification letter from your (ex) employer(s) stating the position held by you, the start and end of work relationship or if the work relationship is continual then please have the employer state so; you have to prove that you have obtained three years’ (consecutive) work experience in the corresponding profession during the last five years.

    Assistant pharmacist: If you acquired your education less than three years ago, then you do not have to prove work experience.

    If you acquired your education at least three years ago, then get a signed verification letter from your (ex) employer(s) stating the position held by you, the start and end of work relationship or if the work relationship is continual then please have the employer state so (document requirements below); you have to prove that you have obtained three years’ (consecutive) work experience in the corresponding profession during the last five years.
  • Pay the state fee of 195€ prior to issuing your application.

Requirements for the needed documents:

If your documents are originally in English then please have the copies notarized.

If your documents are in any other language then please have them translated into Estonian or into English by a professional translator. The copies made of the originals also have to be notarized (Notary Public has to verify that (s)he made the copies from the originals).

Alternatively you can use the services of a sworn translator who has the right to translate your documents and also verify the copies made from the originals.

  • Get a Certificate of Current Professional Status from the competent authority in your country; If you started your study process before your country joined the EU then please contact Health Board ([email protected]) before getting the certificate – in that case it might be that the competent authority will also have to provide information about your work experience. Dispensers/assistant pharmacists do not have to bring this certificate.
  • Fill in a Health Care Professional Registration Application (DOC) 
    / form of Registration and recognition of professional qualifications of pharmacists and registration of assistant pharmacists (DOCX) ;
    don´t forget to sign it. Send it to Health Board.
  • Send a copy of your self-identification document (like passport, residency-permit); If your name has changed then please provide proof of name change.
  • Send a copy of your diploma/certificate proving speciality.
  • Pay the state fee of 195€.
