DIGITAL COVID CERTIFICATE

Patients can create digital COVID certificates for themselves via the ‘Patient Portal’. Certificates will be compliant with the European Union standard. Three new and different types of certificate can be created which involve proof of vaccination, proof of having had COVID-19, or proof of a negative coronavirus test result.

The forgery-resistant certificates will make travelling around the European Union safer in the future. The certificates can either be used in smart devices or they can be printed out. The authenticity of EU digital COVID certificates can be verified by visiting kontroll.digilugu.ee.

European Union digital COVID certificates cannot be used in lieu of passports or travel documents. They will also not become a prerequisite for crossing state borders but they may, for example, exempt the holder from the requirement to self-isolate depending upon the specific rules which are applicable in the destination country. Travellers should always pay attention to those requirements which are applicable in the destination country. The Social Insurance Board’s service outlets are accepting applications for European Union COVID certificates from anyone in Estonia who has been vaccinated or who has recovered from the virus (based on a positive PCR test), but who cannot create the certificates themselves via the patient portal.

People who turn to the Social Insurance Board for assistance must have with them an identity document, preferably the same document they submitted when they went for their vaccination or for any testing. Applicants for the certificate can complete the application (DOCX) in advance, print it out, and take it to a Social Insurance Board service outlet. The EU COVID certificate will then be sent to that individual via their submitted email address within three working days.

In addition to Tallinn, EU COVID certificates which involve proof of vaccination, proof of a negative coronavirus test result or proof of having had COVID-19, shall also be issued in the service centres of the Social Insurance Board in Tartu, Pärnu, Rakvere, Rapla, Türi, Valga, Viljandi, Võru, Haapsalu, Jõgeva, Jõhvi, Kohtla-Järve, Kuressaare, Kärdla, Narva, Paide and Põlva. A vaccination certificate in paper format which is issued by an individual’s family physician or another healthcare worker who is providing the vaccination service may also be used to prove that you have been vaccinated against COVID-19. If an individual already has a vaccination passport and wishes to use it to prove that they have been vaccinated, they should bring their vaccination passport along when they are getting vaccinated so that the person who is providing the vaccination service is able to make an entry in their vaccination passport to conform that vaccination.
